Can grassroots organisation continual if they want to be successful?

Can grassroots organisation continual if they want to be successful?

Using the history of the CTC as in
https://www.amazon.co.uk/Winged-Wheel-H ... 0902237101
Winged Wheel: History of the First Hundred Years of the Cyclists' Touring Club Hardcover – 1 Nov 1977
by William Oakley (Author)

as framework, can an organisation that was started by grassroots support by definition continual to be successful unless it is taken over by higher orders and professional staff?

And if taken over, in time the connection between the original grassroots is lost and become ill relevant?
