Hmm again the calling of electric motorcycles as 'e bikes' is unhelpful, maddening that they even go over this and then continue referring to them as ebikes.
But yes agreed, particularly if dr cram is just thinking of pedal cycle helmets. Not an easy problem to deal with but sounds like South Wales does already have specialised units for this.

The Guardian article has already been linked to in a post on the Ely thread, and for the moment that seems to me to be the best place for discussing the issues it raises, rather than having a separate thread in the Helmet forum.

I think the specific issue of police pursuit policy and tactics where a person on a bike/moped/motorcycle is suspected of an offence is sufficiently distinct from normal helmet threads, which are usually about the efficacy and the benefits/disbenefits of bicycle helmets when worn by ordinary cyclists.
