I'm not sure why you keep returning to the point about independent advice.
It is entirely usual for employers to fund the legal advice given to employees by a lawyer of the employee's choice. P&O would not release funds to employees who did not have their settlement agreements countersigned by a qualified individual.
Anyone who wished to pursue an ET claim would obviously not sign, and would receive statutory payments only, gambling that they could receive a higher payment by bringing an unfair dismissal claim. However the reality is that the company massively inflated the payments as here:

I expect that almost everyone signed, given the financial imperatives everyone has.
I note that in the article it mentions that the company also made an additional payment as compensation for failure to consult.

And yes I am making a claim as I was holed up in a hotel in Rotterdam for two days on my way back from Krakow. As I am on chemo for a serious, inoperable cancer and was running low on my medication I was beginning to get worried. What if I left my hotel, drove to Calais and still failed to cross? P&O sold me my ticket Sunday 13th March. They therefore well knew that they were selling me a useless piece of paper, but said nothing. It is not easy to find accommodation in the dark in a dockland suburb of Rotterdam when v tired after a 24 hour drive.

Complete the ceremony with a bottle of Bollinger, to be drunk at a No.10 party.

A bit worrying that there seem to have been several instances where P&O wanted to run ferries that the regulator considered unsafe. what does that say about the company and its attitude to crew and passengers!

I thought I read it here, but it seems not: P&O also picked a fight with the MCA by disregarding its guidance saying a whole crew should not be changed at once (because then there aren't enough people to familiarise new crew with the vessel) and that non-UK crew members should have certification equivalent to our Basic Health and Safety or Safety Awareness and Risk Assessment Course.
The adverts for the new crew (not known at that time to be P&O or on such a massive scale) said "No seafarers’ documents are needed" but, despite initial claims otherwise, P&O appeared not to have checked documents or trained most of them and the Larne ship detention was due to "failures on crew familiarisation, vessel documentation and crew training".

Looks like P&O didn't fail their afty inspections "on a technicality" but rather extensive failings

Paula Vennels, Dido Harding, Charlie Cornish, Peter Hebblethwaite, et.al, just what does it take to get someone in charge of an important company who is not an idiot? All of the above are or were very well rewarded, and all of the above appear to be unable to apply even basic common sense to the execution of their duties. We are told constantly that big salaries are required to attract "talent." Equally that should nurses and so-on ask for more then they will "price themselves out of a job." I have a long list of fools who should be out of a job...Just what do the management of P&O have to do before they need to go?
