About the cost of powder coating, £65 isn't too bad if they do a decent service (blocking threads etc). I paid 35 but that was powder coating only - I stripped the frame myself. It would have been an extra 20-25 to have someone else media blast the old paint off. Also, they may charge more for forks...

How about getting a pair of cycling leg-warmers and wearing them with your existing shorts? You could pull them up a bit higher than under the short's leg grippers

If the post is stuck because the frame and post are a mix of aluminium and steel - it will probably be galvanic corrosion. I've read that ammonia is a good agent to soak into the area - rather than something like plusgas which apparently doesn't work in this situation.
