Riding on pavements

Has it become legal to ride on pavements and to ride without lights'
I have seen countless people riding on footpaths and the police and P.C.S.O,S . simply choose to ignore them.
Has it just become acceptable because it is the majority who do it.

Re: Helmets-best buys?

I got one out of the argos catolouge it was the Canyon Cougar Helmet. It cost £24.99 and is the most comfortable i have worn. I have tried expensive ones from cycle shops . The argos cougar is the best of the ones i have had.
