These devices are notoriously fussy about USB connections and cables. But it doesn't sound as if that's the problem. Have you done a factory reset? I have had a Garmin eTrex 30 for a few years and have always been happy with it. I have created routes on "ridewithgps" many times and successfully downloaded them onto the main unit and the unit has recognised them OK and I have happily followed the purple line all the way along the route...

I find the type of brake block makes a big difference. Some are very aggressive and rip small bits of aluminium out of the rim, embedding themselves in the face of the block. Any set of jockey wheels of the correct diameter, thickness and bolt hole will fit. Take the old ones into your LBS and ask them to supply replacements.
