Just spotted those Oxford Zigzag tyres in the link - `Raised centre profile for reduced rolling resistance on tarmac.`
Specialised did something similar & they certainly had little resistance to sliding sideways in a turn.

I used to time trial on that road & used it frequently for getting up to Boroughbridge.
I think it will be familiar to plenty of riders on the forum.
I'm almost frightened off the roads after a couple of incidents locally & this might just be enought to convince me I'm unsafe anyywhere.

Which I realise is about 1/4 of your budget. My son had 4 cheapo second hand bikes stolen at uni/hospital before we bought him one this good & he stll uses it 15 years later! There are cheaper things around which could be considered. Practice how/what to lock it to as well! If there is a bike recycling place near you it could be worth a look, but they can be surprisingly pricey for stuff. Good luck.

Wello done with using your old Raleigh - I've done the same with my old Blueridge. I'm using a Stronglight triple with an inexpensive chain, Shimano 8 speed cassette & friction bar ends & get good shifting throughout. I'm not often in the big ring, it's there more as a bash guard really, but it will shift OK anyway. I can't remember the name of the chainset, but I picked it up for the 180mm cranks.
I've got some old SPD pedals on now & find the bike works very well as a winter knockabout on filthy lanes & needs very little fettling other than a wash down & re-lube after a ride. Congratulations on building a £3k `gravel bike` for probably quite a bit less!

Specialised used to make a tyre with a flat raised centre section which was had no tread, the shoulders were a bit herringbone I think. The idea was that the harder (I think) raised bit wore well & the shoulder helped on corners.
It didn't work out for me on a wet roundabout in Castleford when the front wheel lost all traction, shot sideways & I hit the deck.
Once I was on the floor I could smell the diesel from a spill from a fuel tank, so maybe any tyre would have done the same. I think a bit of tread might help in typical winter riding conditions.

My special tool for removing the plastic pastrycutter nut is a proper Jubilee clip. Turned by molegrips.

Might be an idea to get that `burn your fingers` hot with a hairdryer an inch away before you try remove it. Good luck!
