This doesn't fit many of your criteria at all but here at least is a manufacturer which knows there is a market for those of us who like short shorts:

I didn't want bib shorts either but I bought these (at what seems to be a sale price) and they are fantastic, for me at least, very comfortable for long hours in the saddle. However, as with most brands I am perplexed about why I need to buy two sizes too big, xxl for a 98cm waist! What do all the really big cyclists wear?
And it's one of my bugbears that neither manufacturers nor vendors ever specify the inseam leg length. It makes shopping online a really frustrating process and they could sort it out with very little effort.
I'm a trendy consumer. Just look at my SM-T813 using hovercraft full of eels.

Re: Ruta Del Cares Picos De Europa route
A friend and I rode through the gorge in October of 1984. Apart from a man leading a steer in the opposite direction we saw nobody else. It was the most extraordinary day's ride of my entire life. We started the day from Posada de Valdeon where we had been advised that the other routes out were closed due to snow. Towards the North Eastern end of the 12km ride the path had slipped away and we were obliged to lug our fully laden bikes up a steep track and down again in order to bypass the missing section. Photos of that day are included here (with captions) at http://tinyurl.com/9wafjy5 .
If cycling is now prohibited it would mostly be because we would be a menace to walkers so as mentioned in a previous post we should respect the prohibition. There are numerous other breathtaking rides in the Picos such as the route up through Covadonga to the lakes Enol and Ercina, and the route from Sotres to Espinama.

Re: CTC Shop /Wiggle
I've been unable to complete a purchase during the last few days for the same reason, unable to log in when I go to the checkout.
However I have another old laptop running Linux with a very old version of Firefox (version 2) as the browser and on that I have been able to do my transaction in the customary way. Having said that, using one of the links to my 'basket' I was told that it was empty even though it had a couple of items in it. But fortunately they were there when I went to the checkout.
I'm tempted to conclude that the 'CTC Shop' front end to the Wiggle site is flakey and that it currently doesn't support modern versions of Internet Explorer or Firefox reliably, despite my clearing out the cached web pages and cookies.
