I realise this is an old thread, but I do not see an accepted answer.

I have seen cases where the bike has been removed and the lock remains after the Local Authority has removed a derelict bike. Maybe others could confirm having seen this or that it is a policy in with some Councils. (Or if not an official Council policy just a lot quicker removing a bike by cutting the frame than it is to sever a lock/chain/shackle)
