And when you have your compact double with 11 speed 11-40 cassette you'll have almost the same gear range and exactly the same intervals between gears as my ancient 9 speed 48-38-28 triple with 11-32 cassette! There's a few videos on youtube of people putting 11-40 and even 11-42 cassette on shimano groupsets without the wolfclaw as long as you have the long cage.

Since it is never actually measured in real life, and has so never been used in a prosecution, I think that it is an academic question. There have been close pass prosecutions I would be surprised if a measurement was used in evidence, especially to the precision which could distinguish between the...
