Can my full suspension mountain bike be a touring bike?

I was speaking to my local bike shop about attaching low rider panniers to suspension forks.
They pointed me in the direction of the new 'Pack ‘n Pedal Rack' from Thule.
I am very impressed with the 'Rachet strap style' fixing system.
It's very quick and easy to take on and off.

Here it is fitted to my full suspension mountain bike.

Thule say you can fit it to the front forks as well. BUT...
I've always been a fan of low rider panniers and having the weight low down on the front wheel
is great for stability and handling. The problem is that Thule don't do a front low rider version.
So I'm faced with having to modify the rack in some way.
Currently low rider racks are proving very difficult to get hold of that fit suspension forks. I'm really sold on the Thule fixing system.

Does anyone have a solution?

I would appreciate any ideas.

Thanks for your advice. I was leaning towards using it as a day hike in and back. It's a shame as would made a good route for our circular tour of the Picos.

Ruta Del Cares Picos De Europa route

Does any one know if you can take bikes through the 'Ruta Del Cares' in the Picos de Europa

Planning on taking two families through on tandems and solos.
This looks like a walk with the bikes as it's just too dangerous to ride.

My question is... Do the Spanish allow cyclists to walk through with their bicycles?
