Put yourself in their shoes, they are walking down a quiet, single track road, side by side, the guy is probably somewhere near the middle of the lane, think what a shock it would be if a cyclist suddenly passes his right hand side, in the narrow space between him and the verge, at 15mph.

You can accidentally drift over the speed limit. You can't accidentally use your phone, put on make up, eat cornflakes, shave, do the crossword, read the paper etc etc, the penalties should be harsher, immediate bans, more enforcement. Speeding should be 6 points and always a ban when 12 is reached....

I've an old in the garage, hoping the key will turn up somewhere one day. Although it might be one of the ones that can be unlocked with a biro. Have moved house twice since the last time I had the key so maybe I should give up.
