I volunteer for a charity that uses their own insurance for events, last year I did a miniride under that insurance and the charity was happy that I said to the small group that helmets were a matter of choice (think 8 out of 13 wore lids). Just read section 1.5, that does seem different from what I've been told but without the pedelec I'd be barred anyway because I doubt I'd be able to do more than 5 miles.

Because a cyclist was assaulted nothing will be done. If a person is assaulted whilst not having a bike on their person then a different story. The video was released by the police . And if the article is correct he was convicted of careless driving (even if a death occurred) rather than causing death by careless driving. In law those two are very different and that incident could've been what change and choose a life of saving lives.

I agree, some are either looking for conflict or blow up big time when something happens. Only a minority of cyclists fall into this group but they are a very loud minority.
