Best touring bike for someone on a budget (<£450)?

I used to be quite an avid cyclist and I've got an itch to return to try out touring though I haven't got a functional bike. I thought a smaller expedition would be a good start, though, as a poor student I'm financially limited (so I'm assuming pre-owned is the way to go, and I have no problems with it). I'm planning to go on a journey from the east of England to the west of Wales

Best touring bike for someone on a budget (<£450)?
