I'm not so sure that this all what it seems. The buy-to-let market has grown rapidly, so much so that the government has introduced policies to curtail it. Since the crash of 2008 lenders have become ultra cautious about mortgage lending. This sounds to me like a PR exercise by the landlords' trade...
