Shimano 9 and 10 speed compatability

I have a bike that has been running on a Tiagra 9 speed set up, but I need to replace the front and rear derailleur. Would it be ok to use a new 10 speed version of each of these components, or would I need to look for a used or NOS 9 speed version

Does anybody know if this hub will take a 9 speed cassette. It is currently set up with an 8 speed one

I know the rings are interchangeable and assumed the BBS are. In that case I will need to decide which set of cranks to use
