I have an Element Bolt but never used it for navigation so can’t comment on that. Overall though I find it most frustrating and have gone back to my Garmin. Unfortunately you are not alone.

My commute takes me round the bottom of Arthurs Seat on a cycle way, with a clearly marked footway on the opposite side of the road. It amazes me the number of pedestrians who choose to walk on the cycle way and get irate at cyclists being there.

Unless you saw the police vehicle drive into the area after the lights had gone to red then it is possible that the driver has done nothing wrong. He may, for example have been already there waiting to turn right when the lights change...
