It isn't unknown for the hooks to break as well. I carry spares.
In this instance I agree with the 'send them back and/or tell the distributor' advice.

I use it because I tend to get soreness from rubbing, whatever shorts I wear, but other riders in the group don't bother and they are fine. So don't bother unless you need it.

I tend to research online and then approach my local shop and ask them to price-match. They generally will do so if they have an account with the relevant supplier as they will still make some money. A bit more difficult in Spring (40% of bike sales are in May).

I have them on a Croix de Fer disc bike. They are light and grip well. Tread pattern is almost slick and is fine on tarmac or even tracks. Reminiscent of Panaracer Paselas.

The Raleigh Royale at £400 looks unbeatable. Spa Cycles have a decent, inexpensive tourer here: http://www.spacycles.co.uk/m1b0s21p3284/ROUX-Etape-150 with a very similar spec to the Raleigh.
