How about a new on the spot penalty for using a mobile phone when driving - police destroy the phone on the spot. The consequence of losing all the info on it plus having to take out a fresh contract for a new one whilst keeping up payments on the original could be a major deterrent. I agree, or ce...

OP:Tangled Metal, get some neoprene overshoes that fasten with a zipper, keep the zipper lubricated, don't get overshoes that have velcro fastening as they're not as watertight. For trainers ensure that the overshoes are a size larger than your shoe size.

Didn't look like he was signalling either. He ought to have had his HGV licence taken off him at the very least. I personally would hope, at the very least, this angry person is reported for a public order offence although, from experience, I'm not confident of charges being brought.
