Measure the battery voltage at the discharge pins first to see what voltage you have and also check the chargers output voltage. Don't be fooled into thinking conversions are easy to ride unpowered, the extra weight of motor,controller & battery etc make a difference and soon make the bike feel like trying to ride a brick at times. Some hubs freewheel better then others and the extra central dead weight is the reason.

A used non working ebike is only worth scrap value, why does is not work is the big question ?
Unless you have general electrical knowledge then not worth touching especiall if it is a closed system like Bosch,Yam, Steps etc.

I have been tempted in the past to buy an off roader and mod it to do 25mph+. The only reason for this is because I've done a fair bit of bothy touring in the past, and getting off late trains to do 10 miles to your destination on a track can take hours with a conventional set up. The rules apply on roads, tracks and bridleways. You shouldn't be riding on footpaths or off public rights of way anyway. For high speed above 30mph the tell tale sign usually is the sign of a larger diameter Direct Drive hub motor in the rim, some soup them up a bit by using greater amperage controllers and more then 48v. BBSHD is completely ott for flat terrain riding and is also wholly illegal as it is 1000w @52v on a bike it is a kin to a moped. If you want legal then Woosh bikes supply legal kits marked 250w. Twist and go/throttles are legal again as long as the bike is type approved this is a boon for disabled riders who can only provide limited input, the bike has to have an annual msva check and is then regarded as an EAPC in a new sub category of the Low Powered Moped class. Most likely the battery uses 2500mah cells arranged as 10s4p, though some batteries may also use 10 x 10ah li-polymer pouch cells.
