Whatever motivated people to vote, the MP has a duty to represent all constituents, as they see fit, regardless of how they voted. But MPs are not delegates: they consult but don't take orders. So they cannot possibly please everyone.

I don't know the rules about mobile phones but as far as I am concerned, the consequences are the same as when driving a car: your attention is at least partly where it shouldn't be. Cyclists are vulnerable enough without cycling only half alert.

I fear that the Home Secretary's target audience for announcements such as this are the Murdoch Press and the Daily Mail. Justice, rightness and protecting the UK have little to do it.
