The bike is most certainly to use and not just for display. I just prefer originality on the whole and as so much of the bike is original I’d prefer to keep to that where possible. the QR axles in rear normandy hubs are threaded M10x1. Any M10x1 axle will do the job, but it may have to be cut to length and you will have to forgo the tabbed washers; almost no-one is daft enough to make axles with grooves in any more. I replaced the discoloured bearings from the water damaged side with new grade 10 balls (the bearings on the other side seemed in good order so I reused them), I then repacked using Finnish Line grease as suggested. Whatever grease you choose, I suggest you get a grease gun with a long(ish) nozzle if you don't already have one. I'd echo tatanab's advice that they should be fine with an annual strip-and-regrease. Many people would replace bearings almost by default, because it's relatively cheap and low effort and it's the bearings that often go first. Certainly, if in any doubt, replace them. In your bearing photo, half the balls are silver, half are brown. Usually a sign water got in one side of the hub and the result was rusty balls. How the grease looks depends on the grease.
