A biased view, but initially I'd look towards models like the Orbea Gain D30/40/D50, and Boardman ADV 8.9e. They're relaxed geometry, drop handlebar, and relatively light without being pricey. They both have mudguard and rack mountings - I've even fitted a Blackburn pannier rack to my Gain for that ...

I have a D50 which is the most basic drop handlebar Gain. I'm very happy with it, and I'd definitely recommend it. Orbea Gain bikes use the same ebikemotion system as Ribble, and there are secondhand ones on eBay occasionally - but at around £1200-1400 for the base models. Quite agree. My point - not very well put! - was that weight wasn't a saving. Using electric definitely is, if the vehicle pricing is correct!
