Blackburn pannier rack?

Hi, I realise I’ll get told off for this but can someone let me know what these are please I found them in a job lot of stuff. I have two (same shape) and they’re stamped ‘Blackburn’ so I’m guessing they’re pannier related.

whether they'd be interested in an indoor dirt track?

Hi, I work at Salford University and one of our graduates (Danny) is setting up an indoor cycle dirt track. It will be somewhere around Greater Manchester and we've already visited the forthcoming indoor BMX centre to ensure there is less overlap but we would like to hear your views to gauge its feasibility, potential usage, needs etc

Hi John, you're a star. If I could access the images I'd be very grateful, I'd almost given up hope and had resolved to have it painted up in a different colour instead without the decals.
