Whilst it is not illegal to use a mobile phone on a bike, if you have an accident while doing so, it may be used as evidence against you.

Quaker Mike has mentioned "ankling", I would say learn to "ankle", practice it until you are thoroughly used to it, then forget it. You will still be flexing your ankles without realising it.
