As far as I can see you took the route I would have which is the route the 'designers' intend you to use making this manoeuvre. If anyone ever brings up something like this simply point that that there is no provision in the TSRGD for any such sign, and wait for the confused look as they realise they don't know what they're talking about

Utility companies are not normally allowed to do planned works within one years of a road being resurfaced, if the works were over 30 m in length, unless the works are emergency repairs for leaks etc or the ha agrees to it ( NRSWA section 58). Quod est necessarium est licitum - if an action is taken with a view to public safety then a charge would be difficult to prove
