Titanium frames seem to have a failure mode almost as benign as steel - most of the time you'll notice a crack before the frame fails

Brucey and Peetee's suggestions are where I would look first. Inexpensive too. I'd also check the mech hanger allignment and b adjustment.

I tried the 30.0 clamp from my Long Haul trucker. Far too loose.

in the rain initially you can get a near heart attack as it takes some time to remove the water: if it starts to rain you can prepare this by putting on the brakes a bit. The seatpost clamp on TIG steel bikes like that is usually 30.0mm. You do get seat tubes that would give you a 29.2mm clamp size, Columbus Spirit I think?

My requirements for a mtb shoe are very similar to yours. The closest I could find was a Shimano GR9. Velcro flap covering drawstring laces. I would have preferred velcro only, or a boa or something but the drawstring is fine really. Very grippy soles

Some quick links are non-removable and these are very tight on first installation. It seems to be random whether you get removable or not quick links with KMC chains at the moment. Fitting/removing a few times with a set of quick link pliers loosens them off and makes them removable in my experience

Identidi (house brand of Ison Distribution) make some forks that have a lot of clearance on the hub side. Not as pricey as a Surly but not cheap....
You could get a handbuilt fork from Bob Jackson for the Surly price!
