The whole thing with helmets won't progress until there's a huge media awareness. People will go on assuming that a helmet saves your life in an accident with a car and that anyone without one is reckless. Until someone informs the masses there will be no movement. Or until the masses start to thin...

I hope you get your cats back but it seems to be an on going thing in some areas.
My eldest daaughter had two black cats that went misssing over a year ago never been seen since and I've heard of a couple of similar stories too.
