If it was me doing it I would not go absolutly flat out the first time. I would get the feel of it so that I could do a better time next time (with the knowledge about pacing and so on).

Given that he is only intersted in power he would only do that for a reason. He has some knowledge of how it is all going wrong (as in he helped cause it).
So at the right time for him (unrest about it) he just says that Mrs May has failed offering to lead the country to salvation.
Only time will tell but be certain he will do and say anything for that job.

If the vote is advisory then the politicians do not have to take the advice.
They do not care if a few voters are upset. They know the voters will get over it as soon as they have something else to moan about.

So when the govt has sold all that is of any value to the Chinese they will be able to trade with Europe for nothing. Until then little old England will not.
