I have a similar commute and the first time absolutely floored me, but then I was very overweight and not particularly fit.
My suggestion would be to try the route at the weekend and see how you get on. Make allowance for the fact that you will be attempting to cycle there and back in one go (rather than resting your cycling muscles at work perhaps) so if you're knackered before you get to the half-way mark then turn back. You can also time yourself and experiment with different routes depending upon how well the trial goes.

Some Lezyne lights are, although the ones mentioned above probably aren't. Lezyne's lights appear to have STVZO incorporated into their name if they are compliant.

The XE is the E-bike version which meant to be powered from 6-36V DC, not the AC output of a dynohub.

According to CJ's post here, the standards did take into account light output (e.g. candela):
The comment "different types of lamp have different limits" referred to halogen lights having a lower limit (437cd).
Motor vehicles must be ‘type approved’ before they can be used on the road and as part of that approval their lighting must conform with ECE regulations. These regulations ensure that headlamps do not dazzle other road users by putting a top limit on the intensity of light emitted above the horizontal (and to the offside) by a dipped headlamp. For technical reasons different types of lamp have different limits, but the most an oncoming road user should see from any ECE approved headlamp, when dipped, is 625 candela.

It looks similar to a Lake & Elliot Millennium wheel truing stand. If it was a Lake & Elliot then it should have the name on the cast legs.

I bought a Park Tools WAG-3. I may have bought it second-hand off eBay or some such which I typically do with these 'luxury' purchases (you know, patiently wait until a bargain comes along). It does the job ok but TBH it is a fairly simple tool to use and there's not much to go wrong with it.

+2. The Fuji Transonic has a carbon fibre frame. The photo of the damage to the CF seat stay doesn't look good. Gattonero's suggestion of contacting a specialist CF repair company is probably the best approach here.

OP, assuming you haven't been scared off the forum, I have a Magicshine MJ 890 on the commute bike. TBH I don't actually to use it as a DRL, it's there mainly as an emergency back-up to a Philips SafeRide when commuting at night but I have used it occasionally during daylight fog and it does the job well enough. Side visibility is limited though. The "USB charger included" is actually just a USB lead. You will need to factor in the cost of a USB wall-wart if you don't have one.

Interesting! Using the warranty form worked for me (mostly) but it may depend on the method taken. For instance I was able to open the form in a Google Chrome browser, enter some details and save it via the print -> save as pdf option. I was also able to download the form and then fill in the details and save using Adobe Acrobat Reader DC. But printing the form to pdf and then editing it didn't work.
