Something to do with image modification times: when requesting the missing avatars the server is responding with "304 Not Modified" and no image, rather than responding with a "200 OK" and the image.

A reduction to one-hundredth of the original image size should not be needed unless your original image was HUUUUUGE!

I think you're probably saving the image in an un-compressed format. Don't save as a BMP, save as a JPEG.

Internet routing is dynamic, and is supposed to be resilient: if one route fails or becomes congested then packets will be routed another way. I once saw a route in London's Docklands go down, and packets from one data centre in London were being routed to another data centre in London via Amsterdam...

I'm getting 98ms DNS, 0ms for connecting, sending, 131ms waiting and then 0ms receiving. All of which are quite reasonable. Looking at the DNS delay more closely, I think fonant.com's NS record has a 300-second Time-To-Live which seems short unless you're changing nameservers often? Nope, my domain...

Ping Plotter is just an easy way to run a traceroute, with a nice graphical output. The Forum is snappy from here, with or without blocking Piwik and Google Analytics. piwik.js should take no time to load after the first time as it's cached locally.
