If your old seat pin is also Ti, you might be able to polish it back to a fairly lovely state. You can strip anodising off alu pins and polish those, too, if you are keen. If the frame has a burr inside it that caused said scratches to start with, it would be a good idea to deal with that before getting a new seat pin.
