Are they actually talking about a cycle helmet, when they say 'safety' helmet maybe they mean a site helmet ? Strange it's compulsory for cyclists and not pedestrians if so.

Willcee beat me to it, a picture of the complete saddle would help, it doesn't look too dissimilar to a Charge Spoon from the little bit in your picture. Would these work, Dia-Compe Gran-Compe ? They need some form of screw in cable stop/ferrule which are missing.You would be welcome to them if they're any good to you Mick, the hoods clean up ok with a bit of soapy water.
