I can't see why there's so much dislike of ahead type headsets - I had a (very cheap) Halfords MTB with one for 8 years hard use on road/little off road(and then I gave away the bike but kept the headset as a spare). The only time I've had an issue was with the Spa Tourer supplier with a Tange heads...

If it was me I'd just fit a lighting board anyway, because if the OP is pulled by Police it's likely their stance will be "you need a lighting board" whether the lights are being obscured or not. It's also easy to think "that's not being obscured" when looking at a light .... by ...
