The wording of the TSGRD (1) does confirm that the red cycle symbol in these lamps is a compulsory stop. They are one of a group of four options, nos 3 to 4 in the traffic symbol group nos 1 to 4, to which the general traffic rule "...prohibition that vehicular traffic must not proceed..."...
