Do some detective work maybe. How far away is the nearest police station? (8 minutes drive). When does the coffee shack open? (7am). When does the police station open? (8am). What are the times for a typical UK night shift? (10pm to 7am according to a quick Google).
My conclusion: Do some members of the public waste police time in totally unfounded pointless complaints and queries? Oh yes.

Based on zero evidence, other than frequently seeing them in the same place at the same time, you've immediately gone to accusations of shirking actual work. Not even the thought that they might be on their way to work - exactly like you happen to be, or ending a shift or two shifts having a handover chat. And if its the later, I have absolutely no issue with the police choosing to do this in public rather than hidden away in a station. Your whole complaint is nothing other than a kneejerk reaction based wholly on prejudice. So yes, you are a Daily Mail reader even if you didn't know it (if you're allowed kneejerk reactions so are we).

In theory, yes. I would suspect that getting each country in the scheme to have a database of all it eligible residents and then shared access between each is not on any health ministers high priority list for reasons of cost and complexity and wails of data protection, etc.

It's possible to have a country X passport without actually being a country X resident and registered with its health system. So the GHIC is required separately from a passport.

We just spent a week in France using new IGN maps (TOP 100 and Series Bleue) and both do indicate velo verte routes.
Also strongly recommend the https://francevelotourisme.com website. It's route planner tool returned some great combinations of cycle tracks and quiet lanes.

In a highly unscientific survey on the Dieppe-Newhaven ferry this Sunday, bike touring is alive and well, the amount of luggage is inversely proportional to age, and frame bags are largely preferred over panniers.

If your short of water bottles (who is?), including fancy ones with insulate liners, tools, rain jackets, gels (full one, not just the wrapper) - riding the route you can have your pick if you want to ride the route. Yes, discarded gel wrappers is disgusting, but the rest shows lack of awareness by riders of how they've stowed things.
There were also some total pillocks who had come in old sweatshirts and the like to stay warm on the way to the start and then just discarded them by the road in the first few miles. But as far as I could tell that was far less than when it was last run in 2019.

As per the first reply, you can get them.I bought mine last year and condition was excellent. So search for Elephant Bike (Cycle of Good).
Also found an army surplus site that still had the original Royal Mail bike bags that sling over the rack (though I'm in the process of adding some Ortlieb hooks).
