Shared use is a nightmare. I nearly killed a dog a few years ago when it ran out of nowhere, and I've seen one near cut in two by a mountain biker. But it's the falling off danger they represent to cyclists is the worst. Are must dog owners insured for a 5 million quid cause of death claim?
IMO the 25kph/15.5mph restriction is punitive and make e-bikes a less attractive alternative to short/medium car journeys. This is no doubt exactly the way the motor lobby would like things to stay. Wouldn't 20mph be about the right the right level for assisted top speed? At least then ebike riders...

The electric set ups I've seen (especially the Bosch) are extremely well protected against water ingress. I world expect this one to be similar. They do sell worldwide...
