perhaps it is programmed to disallow routing on roads that are currently closed do to weather conditions (covered in snow, etc.). I think this is the reason. Google maps says that the D1090 is closed right now. (I'm not sure if the link will work, if it doesn't then just click on the directions but...

I think you can import kml tracks into maps.me, which I believe works nicely on both Android and fruit phones. Or sticking with the kml format you coulid always settle for Google maps? AFAIK there aren't any PROWs through Petworth park, and I can't remember ever seeing cyclists using the paths. They're all grass tracks, so people on road bikes would struggle. I doubt that the NT would be happy with people using the park for a shortcut, but that's just a hunch.

OsmAnd can get you pretty close to what you're looking for. Tracks and MTB routes are already coded based on this chart . It's possible that the tagging on OpenStreetMap (which cycle.travel uses as a data source) is inaccurate or incomplete. If you post a link to the route and indicate where the routing is iffy then we can tell you with more certainty.
