Should I mark this as "fixed" or not?
If it isn't a hazard at the moment, then yes please, mark it as fixed. If it becomes a hazard again, then you can go back and mark it as unfixed: the system will report it again and we'll start to get an idea of how reliable fixes are in general (and perhaps particular highway authorities will be better than others at permanent fixing).
If the patch doesn't make it any safer for cyclists, then don't mark it fixed.

At some point I'll add in something to prompt for potential duplicate reports. I don't think they really matter though - the highway authority can fix all duplicates in one go

Agreed, they've always been very helpful and knowledgeable.
When I bought my tandem from them, they suggested three excellent modifications to the off-the-shelf Dawes Galaxy Twin (tandem stoker bars, stronger rear axle, downtube shifter for the drag brake), and I agreed to have all three done. The tandem arrived very soon after I'd ordered it, and has done many miles since
Other dealings with them have been just as informative. You seem to learn things from them every time you give them a ring!

Fluorescent clothing works using UV light, so it's best at dawn and dusk. At night it doesn't have any more brightness than non-fluorescent clothing of the same lightness.
Once the sun has gone down white is probably easier to see than fluorescent colours, as this reflects all wavelengths of light.
Red clothing is a bad idea, as red/green colourblind people see it as a sort of brown.

That is a possibility, but we do get rather a lot of posts and very few problem reports...

Since when? There have been no changes to the forum software for a few months now, but the time you started having problems might be a useful clue.
Have you tried using the "Log me on automatically each visit" option? This makes the login work slightly differently, and might give me some clues as to what the problem is. Don't forget to use the Log out button though, if you do.

The timezone for all times displayed by the forum is displayed at the bottom of each page.
You can change the timezone in your Profile page.
All the times are displayed in the same timezone, to avoid confusion. So if you set the timezone to your local timezone, all times will be displayed as local times for you.
[The forum server uses the NTP network time protocol to keep its clock accurate, and times should be within a few milliseconds of UTC (Coordinated Universal Time).]
You can change the timezone in your Profile page.

It looks like the Lonely Planet forum uses different software. Perhaps there's an issue with the computer you're using.
As you are able to log in sometimes, I suspect there's a problem with the browser (perhaps Internet Explorer 6, which is running out of disk space?).
Can you ask for help from the library staff?
Have you tried ticking "Log me on automatically each visit:"? It's probably not a good idea on a public computer, but if you explicitly "Log out" when you've finished it's OK. Might be worth checking...

My wife, 20-month old twins and I spent ages up there on Devil's Dyke getting very cold, and you can't see us

I anyone does spot a Dawes Galaxy tandem and Burley D'Lite trailer, somewhere behind the brave bloke from Brighton Swimming Club (we looked after his clothes for him!), do let me know!

Aha, it was using http://ctcforum.org.uk which wasn't be re-directed to the correct URL of http://forum.ctc.org.uk.
I've fixed the problem now, but you will find it quicker to access the forum if you change your bookmark URL to have http://forum.ctc.org.uk, as this saves waiting for a re-direct from the old URL.
At some point in the future we may drop support for ctcforum.org.uk, but we'll give plenty of notice if we do.
