why not contact reynolds and ask them which tubing they recommend i would look at a smaller frame triangle with extended seat tube and head tube made out of oversize tube to minimize frame whip because as i am sure you understand this causes fatigue and when you get a new steel frame clean the inside of the tubes out because the flux used in the brazing is corrosive and then clear waxoyle the internal surface of the tubes you get to to reduce the chance of future corrosion

the easist way is to make a box to hold casenit powder and heat the longer you heat it the more carbon from the case hardening powder gets absorbed into the steel

years ago they used to do a differant sproket carrier for the sa hub that allowed you to put a 3gear block (9speed in the late 70's) on it all the gears you ever needed. now my commute has an old sachs 5speed with back pedal brake and the front is a shimano hub brake with a 6v lead acid running old halagon dynamo lights for a 5 mile commute. heavy yes easy to maintain yes reliable yes then when i get on my good bike after the steel tubed monster it is a beautiful feeling

if it is the same as the one i use for work they were £99.00 new in the 80s made out of steam pipe v/heavy but solid i have front hub braked and 7 speed hub on mine was stolen once but found 200 yrds in a bush was just to heavy for the thief

if the spindle is out then get a nut welded on to the cup if is steel and the heat will shrink the cup plus the nut will give you the chance to get a socket on it if the spindle is still in then just use a nut big enough to go over thr spindle

thats the beauty of it you are allowed to have an opinion if the country keeps going down the route of more and more health and safety soon we will be riding in inflatable suits like big air bags. already they are deveolping air bags for motorcycles and crash suits that inflate to protect your neck.
if you use certain types of clipless pedals you can not fit reflectors to them you are then breaking the law if the health and safety police get that bee in their bonnet and people start being fined for the offence where will it stop once the h&s ball starts rolling

the thing is after reading all the thread that the basic thing is being missed the biggest saftey feature for cars would be a 300mm spike in the middle of the steering wheel for motorcycles make them ride in shorts and t-shirts for cyclists make them ride in lycra without helmets
in essence i am saying the safer you make something the more risk people will take
if you have abs on your car you will brake later because you think you will not skid
if you ride a motorcycle you will not hurt yourself when you crash because you wear full leathers
you will not cause serious injury to yourself if you wear a cycle helmet because you have been told the figures support this
in fact if we are treated as adults we will make the right decision
i say this as a:- motorcycle rider,cyle rider and car driver
