Your liner should work by simply making it an interference fit inside the bag, no need for riveting.
Some older saddlebags have a hefty patch of leather externally where they sit on the rack/ uplift which helps keep them 'flat' at the bottom . Don't suppose any manufacturer is doing this now.

Part of the 'problem' is that the main Bag is empty so nothing stopping the 'slump' , plus the bagman doesn't seem to sit under the side pockets. ( Perhaps designed for a bag without side pockets ?)
I used to ( in fact still do , only not so often) use Longflap Saddlebags with side pockets.
Part of the bag was a dowell inside under the top ( where the straps thread through) which helps keep it 'square'
I used also to stick a suitably sized cardboard box in the main compartment to stop the slump sometimes ( in my case over a rack, which also didn't sit under the side pockets) .
In fact if memory serves new ones came with some flat pliable plastic in an L configuration.
Never used a bagman but your set up seems to have the Bag a bit low, I have a trike and use an uplift on that as there's no provision for a rack . Some folk aren't keen on uplifts but as a trike I mount over the bars and not over the saddle.

If memory serves the formula for drops was they should be as wide as your shoulders .
As in Cinelli 38/40/42 .
I do have a flat bar bike but not sure how wide the bars are. It's a production early Dawes Mountain bike.

I am convinced some reckless 'e bike' riders are frightening bike riders off the road.
Have to say I am impressed by e Bay dropping the sales. It always amuses me when the listing says you can only use on on your private land .

Haven't read all the input here.
In my Policing days the Highway was (and I think I am remembering this correctly)
'hedgerow to hedgerow including bridges over which the highway passes' taken from (one of) the
Highways Acts ( not sure which one though)
I believe doing a road with no kerbs is actually cheaper , not having to cater for pedestrians etc.
( Although I am sure pedestrians would be legal should they choose to venture into that environment )

Haven't come across that particular brake , I do have a few machines with Cantilever brakes, all have a washer under the head if the bolt.
Just searched that brake on E Bay and the picture shows thin Washers in the exploded diagram which I assume go under the bolt heads. Are you using Washers?

Q/R Axle for Suzue Sealed Bearing Hub
Have acquired what seems to be a pretty bullet proof rear wheel, 40 hole Suzue Large Flange ,Double eylett Box Section Mavic Rim built with spoke heads washered. Downsize is it has a solid axle. Ideally like to use the original spacers/lock nuts. Is there an obvious choice of an open spindle that would fit?

Believe the 'Green Tyre Company' do tyres that are known as 'Cushion' ,i.e. Resilient Rubber (not solid)
No experience of them, have been mentioned to me in relation to an 1890's machine I own as and when tyres need replacement
Just been on their website seem to have a good range, 26" 700c etc etc listing equivalent pressure values.
( 700's are listed as 28" on the drop down for some reason but come up as 700 pence you tap into it)

It confirms what I thought was the case that "29" tyres are in fact 700c .
Should have considered Unicycle Tyres, my son performs on unicycles periodically and has a 36 I restored for him.

Trying to source a tyre for an oversize vintage wheel.
I know you have to be careful with tyre sizes (as in 2 different sized nominal 26" tyres )
