Go watch the video of the speech if you don't like het Graun's spin on it. It really is pretty bad of Raab.

I read the script of the paragraph or so that the quote was taken from and what he had said was not faithfully reported but instead the wording was twisted (as always in the Guardian) to make it look worse than it was.
The original paragraph was only remarkable if you were actually looking for something to hang the guy for, or to gather clicks on your website.

Newer phones are much improved at this.

Mine isnt old it is just cheap.
I think the recommendations to use a mobile phone for your navigation are perfectly sound if they are based on the assumption that you already own a phone which is up to the job (even if that includes the added expense of a back up battery and a waterproof case). If it involves buying a new (more expensive) phone that you wouldnt otherwise need or want, then a dedicated GPS becomes a more attractive option.

More seriously this would be just "stereotyping (if you wish to be trendy), a thumbnail sketch, an approximation or a low resolution model (if you wish to be pretentious) but you need something to work with and there isnt a better option is there?

Then reap a few quotes from celebs on twitter and call it news.
This particular story is far more informative about the Guardian's tabloid partisan nature and social media amplification than it is of Dominic Raab.

No-one can prove otherwise.

That was the big argument until 2016 when we had a referendum to settle the matter for once and for all.
It appears that some will not accept that proof and want a re-run.

I ruled out the Garmin Etrexes (despite being my long term favourite gps) because they dont do good turn by turn instructions.
In order to get that from a downloaded route you would want a GPS which accepts .tcx files or is better than the Etrex in some other way which I am not familiar with.

With my phone the GPS gobbles up battery many times more than the things that you turn on and off with airplane mode do.

To what end will this data be used?
The Strava users in ways mirror the predominant group of cyclists.
This will amplify their importance and render the other users invisible. This could be used to justify making cycle provision that fortifies this highly skewed use of cycles, rather than making provision for other groups of cyclists who are both struggling to cycle on the roads and having their existence ignored by the planners.

Are the runners, swimmers and other Strava users on different heat maps?
To the audience members who are not statistically literate the obvious flaws like that (and average speed of cyclists in Ceredigion being 20mph!) will carry more weight than the statistics which they have to take on trust.
I see local roads highlighted on Strava which I (despite being pretty hardcore) do not frequent, I know they are used by local race clubs as training rides.
These obvious biases may be dwarfed out by a much larger area of overlap between Strava users and non-users. Yet without any statistical literacy to fall back on, I would be among the people in the audience who are not happy to accept Strava users as being representative.
I would be willing to accept Strava data being used on a "we have nothing better" basis.

It ignores cyclists that dont use Strava.
You can assume that the users dont really differ from non-users, so it all balances out.
Or you can assume that Strava users are a very biased sample and completely misrepresent cycling activity.
If you look at Cambridge city centre you will assume the latter case.

Edit: I typed this before seeing that your study was about using Strava data rather than just you using it in something else.
So my comment is stating the obvious to you on a subject that you have clearly looked into much more deeply than I have.

What can happen is that the steel tracks get pitted which leads to a notcjy strering, which you say you do not have

He did describe the symptom but in a different way.
