AFAIK the shop has to be an authorised Specialized dealer to stock their bikes.
There is a list on the Specialized website.

It's really about fitness. Yes a super light bike might make you go a bit quicker. You need a good body fat percentage and good cardiovascular fitness to get the best out of it.
