This is laughable. If helmets reduced risk of serious head injury by 70 per cent the statistical evidence would be overwhelming and indisputable. Instead, the benefit is "too modest to capture". I've read the Grauniad article, and can't find the phrase "too modest to capture". W...

Civil disobedience is a long established way of drawing attention to unjust laws and getting them changed.
