Flat bar bikes you can turn the bars all the way around if cables are long enough....................tyre is wrong way round too...

Fair point, I must admit I just thought Halfords bikes came assembled.
Other than a very few bikes* they all arrive from the manufacturer boxed with the front wheel off, separate pedals (if supplied at all) & saddle and the handlebars turned at the very minimum to reduce the box volume - some will have bars detached too.
As an aside the other build check required is the brakes - lots of brands (Scott & Bianchi as examples) come in with the levers/cables the wrong way round - cables or hoses have to be changed for the UK convention of rear brake on the LH lever.
* and I'm pretty sure that the suppliers like Wiggle that deliver ready built bikes get them from the manufacturer in KD form and build themselves before packing in a bigger box for delivery)

+1 - the forks look wrong, and your foot is incorrectly positioned. This foot position will probably foul the front wheel on most bikes, especially if you fit mudguards.
Maybe he just put his foot there on the pedal for the picture?
Otheriwse, maybe his saddle is too far forward. That would place his feet forward on the pedals.

I'll ignore the backward fork possibility and just say to the Op that overlap isn't uncommon and for most its not an issue. I'll also 2nd the idea that the foot is too far forward.

Can be an issue if trying to do a "U" turn in the road after going the wrong way.
You'll never know if you don't try it.

I don't think its a 'possibility' that the fork is backwards - its pretty clear in the photo.

Fork brace at back not front
Toe over lap for a ....that type of bike is all wrong.
Foot is too far forward (young child style)

Toe rubbing on wheel
I have a suspension fork on my Cube Acid where the fork brace is at the back. Drop outs, discs, lockout cable etc all in the usual places. Exceptions to the rules always exist.
But to me it looks like this bike has been set up backwards.
Last I heard was that the OP had fallen a over t on the way back to Halfords hence the silence.

Just shows you, the idea of him falling off is a probability with the forks the wrong way round.

I really am starting to wonder if this is a jest - the photo is framed so we can't see if the handlebars are turned all the way round (and on at least one of my bikes they'll go almost that far), and there's been no response at all.
