Will Royal Mail ever consider using Cargo bikes or even E-Cargo Bikes?

The Deutsche Post plans to develop electric trolleys that follow the postperson, do not have to be *driven*
The trolleys can not do stairs

Apparently DP has also tried stopping daily deliveries, only delivering a couple of times a week, only heard about it once (did I dream it?), not sure if it is true or even allowed, the Post delivers lots of daily newspapers
