It's part of a dynamo bracket which clamps onto a front fork and screws onto the boss of a cantilever or V brake. Possibly a Busch and Muller.

I'll add it to my ad for dynamo bits in the for sale section,** to see if it's of any use to anyone.
As some of the other bits are B&M spares, you're probably correct with your manufacturer assumption.

ah they are very useful as now not available. how much do you want for it? ~ you use it with a bottle dyno. I dont think it is B&M though.
