Probably, yes. They seemed pretty soft. I think I replaced mine because they were so cheesy that you couldn't get them very tight without rounding the head, and I didn't fancy having the sheared thread left in the forks after they had sacrificed themselves.

I ordered some nylon bolts. As described, the heads are easy to round off when tightening, however they seem otherwise to be remarkably tough. I mounted one in a vice and attacked it with a hammer with very little effect. I would be doubtful if the bolt would give out before a mudguard had wrapped itself between the wheel and forks. Certainly not a substitute for a quick release system a la SKS.
