Can someone please enlighten me as to what tool this is for please?

To hold slotted chainwheel nuts while tightening the bolts?

Depending on the thickness of the tips it could be used for screwing spoke nipples.
It will also fit "tamperproof" screws that have a slot with the middle raised. (there are many variations of tamperproof now.)

Different sizes are available, its a slotted nut driver.

I have a normal flat screwdriver that I cut a slot into, to fit spoke nipples.

I haven't seen one of those for years! (The tool I use for chainring bolts is a flat spanner like this). We used to call them "ring drivers", and used them to tighten/loosen the "ring nuts" that held electrical relay coils in place in Post Office 3000 type relays used in Strowger telephone exchanges - for those familiar with such things.

I have one for undoing the knobs from scuba diving tanks

Unfortunately there are no pictures under the Ringdrivers heading. I don't even know if that was the correct name for the item like the OP's - It's just what we called it locally, but it does sound right.
My own example went years ago when I handed in most of my Strowger tools, keeping just a few that could be used for other things. The storeman told me I needn't have bothered as there was no mechanism to formally book them in and they would just be scrapped! More recently I regretted it as we have a small working Strowger model at my place of work, but no tools to correctly adjust it.

well he didn't show the diameter of the shaft - but a friend with a garage has something similar next to his tyre changer. of its 5mm that shoudl be about right.

I've still got my Screwdriver, instrument, numbers 1 to 3.
