I've ridden the section of the Algarve from Portimao to the Spanish border and inland as far Monchique.
The weather can be very good in early spring and late Autumn, I've spent weeks of constant 20 degrees in March. Most would find the summer hot. There is also lots of accommodation so out of season there are great bargains on offer.
The N125 road can be useful for getting up and down the coast as it's rolling with a hard shoulder used by tractors and mopeds. The downside is the road has a relatively high accident rate. This improved when the A22 was built but tolls have meant the N125 is busy again.
The roads inland are hilly, quiet and in places the surfaces are great.
Monique is a nice climb.
In rural areas many Portuguese keep a dog for the sole purpose of listening to it bark and the dog's only entertainment is chasing cyclists. In urban areas there can be feral packs of them.
